[PROP #40] Remove IBC rate limits for Noble USDC and Kava USDT

TL;DR

This proposal seeks to remove the IBC rate limits on Noble USDC and Kava USDT. Removing these limits will restore unrestricted outbound transfers for these assets, which are currently being blocked by a technical issue with the rate-limiting module.

Context

Currently, the rate limits on Noble USDC (channel-6) and Kava USDT (channel-3) are stuck against a stale channel-value snapshot. This is happening because the rate-limiting module’s 24-hour reset never fires. As a result, there is effectively zero send headroom, which is blocking normal outbound transfers for these stablecoins.

Proposal

We propose executing a MsgRemoveRateLimit to eliminate the rate limits for the affected assets. Specifically, this will remove limits for:

  • Noble USDC: ibc/B3504E092456BA618CC28AC671A71FB08C6CA0FD0BE7C8A5B5A3E2DD933CC9E4 (Channel-6)

  • Kava USDT: ibc/B72B5B3F7AD44783584921DC33354BCE07C8EB0A7F0349247C3DAD38C3B6E6A5 (Channel-3)

Motivation

Restoring unrestricted USDC and USDT transfers is critical for normal network operations. By removing these stuck limits, we ensure that users, liquidity providers, and builders on Dymension are no longer blocked from executing outbound stablecoin transfers due to a module reset failure.
